http://www.activebasic.com/forum/viewtopic.php?t=1934&start=15#9593に書いているとおり、EventHandlerのコメントアウトを外すと、ライブラリのビルドに失敗します。

インターフェイス型をパラメータに持つようなデリゲートのコンパイルに失敗している模様。改修の必要ありですね。
